<strong>Summary<br><br></strong>The Financial Management Division, Budget Branch is responsible for the budget formulation and execution process. The incumbent performs a wide variety of analytical duties connected with the formulation, justification, presentation, evaluation, execution, monitoring, and review assigned budget areas. The incumbent assists in the formulation of policies, plans, systems and procedures to manage and continually improve the efficiency and effectiveness of the overall Bureau financial management.<br><br><strong>Duties<br><br></strong> Help <br><br>The major duties of the Budget Analyst position include, but are not limited to, the following:<br><br><ul><li>Providing expert advice, assistance, and guidance to program managers and Bureau officials on all aspects of the allocation, use, and control of appropriated funds. </li><li>Supporting the oversight of budget execution activities by monitoring inputs, outputs, and modifications to the Financial Plan.</li><li>Demonstrating and applying knowledge of federal budget formulation & execution processes, financial analysis, and relevant laws, regulations, and directives. </li><li>Working collaboratively with colleagues across Directorates and program offices to support organizational goals, contributing to the completion of tasks that advance ATF's mission. </li><li>Preparing a wide range of budget materials, including justifications, operating plans, mid-year reviews, briefing documents, and funding reports, ensuring information is presented clearly, concisely, and accurately for internal leadership and relevant stakeholders.<br><br></li></ul><strong>Requirements<br><br></strong> Help <br><br>Conditions of employment<br><br>The requirements listed below must be met by the closing date of the announcement.<br><br><ul><li>Must be U.S. Citizen or National</li><li>Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file.</li><li>May be required to serve a one-year probationary period.</li><li>You must be a current permanent Department of Justice, ATF employee with competitive status or a CTAP/RPL eligible candidate.</li><li>Suitable for Federal employment determined by background investigation.</li><li>You must meet all applicable time-in-grade requirements by the closing of this announcement.<br><br></li></ul><strong>MOBILITY PLAN:</strong> New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The purpose of ATF's mobility policy is to enhance career development and progression, and achieve mission and business effectiveness. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process. This is a non-bargaining unit position.<br><br><strong>Qualifications<br><br></strong>To qualify for the Budget Analyst position at the GS-13 grade level, you must meet the following requirements by the closing date of this announcement.<br><br><strong>Minimum Qualifications<br><br></strong><strong>Specialized experience</strong> is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.<br><br>To qualify for this position at the GS-13 grade level, candidates must meet the following <strong>specialized experience </strong>by the closing date of this announcement.<br><br><strong>EXPERIENCE: </strong>Candidates must have at least one year of <strong>specialized experience </strong>equivalent to the next lower grade level (GS-12) (obtained in either the public or private sectors).<br><br><strong>This Experience Must Include All Of The Following<br><br></strong><ul><li>Providing expert guidance to stakeholders on the allocation, use, and control of funds, contributing to the development of annual and multi-year budget materials; AND</li><li>Identifying alternative solutions to budget or resource issues and making timely recommendations for resolution, based on sound analytical reasoning; AND</li><li>Maintaining comprehensive trackers and spreadsheets that support monitoring allotments, obligations, and funding levels, ensuring spending follows established Bureau controls and conforms to the fiscal year Financial Plan.<br><br></li></ul>Your resume must support your responses to the application questionnaire and the qualification requirements.
