<div><b>Resp & Qualifications</b><br/> <br/> <strong>PURPOSE: </strong> <br/><br/> The Director of Portfolio & Process Management drivers' organizational effectiveness by monitoring the end-to-end enterprise portfolio, promoting delivery excellence, and ensuring rigorous execution. Through data-driven oversight and a commitment to operational efficiency, this role accelerates innovation and delivers impactful, enterprise-wide results. <br/><br/> <strong>Primary responsibilities include:</strong> <br/><ul><li> Provide strategic leadership and oversight over the end-to-end enterprise project portfolio, ensuring alignment with organizational goals and proactively identifying opportunities for continuous improvement and innovation across initiatives. </li><li> Lead the Agile Center of Excellence, driving the adoption, implementation, and ongoing enhancement of Agile methodologies, standards, and best practices across the enterprise. </li><li> Establish and scale a PMO shared service / PM as a Service model, including highly specialized capabilities (e.g., master scheduling), to optimize intake, prioritization, and delivery support across customer projects. </li><li> Collaborate with PMO Director to define clear role and performance expectations for Project Managers as the buffer between the customers project-oriented operating model and product-oriented model, leading the team through significant change while maintaining service-level requirements and customer commitments. </li><li> Adapt Project Management coverage, capacity, and prioritization approaches to support a product/platform-oriented organization while sustaining contractual outcomes and avoiding a degradation in quality or timeliness. </li><li> Establish new interaction models and ways of working with product/platform roles to enable seamless execution and accountability through transformation. </li><li> Drive the use of artificial intelligence (AI) and automation to streamline and optimize project management reporting, reduce manual effort, and improve the timeliness and accuracy of portfolio insights. </li><li> Conduct a comprehensive rewrite of PM standard operating procedures (SOPs), templates, and controls to align with the new PM role and ways of working; partner with the Process team to update audit procedures accordingly. </li><li> Establish an operational reporting capability that creates visibility into the performance of business operations and can be used to support on-going improvement activities. </li><li> Coach and develop team members to sustain a high-performing, accountable delivery organization. </li></ul><br/> <strong>ESSENTIAL FUNCTIONS:</strong> <br/><ul><li> Oversees SBP customers facing project portfolio, including performance reporting, change management, annual planning, and resource alignment. </li><li> Leads Agile Center of Excellence, defining standards and deploying coaches to teams to develop and deliver training, facilitate ceremonies, provide coaching, and measure and improve performance. </li><li> Develop and maintain a continuous improvement practice to drive organizational efficiency and improve outcomes across business operations. </li><li> Establishes and leads an operational reporting capability that creates transparency into operational performance and improvement opportunities. </li><li> Manages customer interactions and expectations. </li><li> Attends to staffing needs, such as interviewing, rewards & recognition, mentoring, and conflict resolution. </li><li> Manages the evaluation of implications/risks on existing or proposed projects, programs, processes, and policies/laws and implement improvements. </li><li> Acts as a mentor to Portfolio & Process team members. </li></ul><br/> <strong>QUALIFICATIONS:</strong> <br/><br/> <strong>Education Level:</strong> Bachelor's Degree OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience. <br/><br/> <strong>Experience:</strong> <br/><ul><li> 8 years experience as a project manager or team lead. </li><li> 3 years management experience. </li></ul><br/> <strong>Knowledge, Skills and Abilities (KSAs)</strong> <br/><ul><li> Expertise of Customer Portfolio Management Process </li><li> Resource & Capacity Management </li><li> Opportunity Identification & Optimization </li><li> Change Leadership </li><li> Cross-Functional Collaboration </li><li> Team Development & Motivation </li><li> Strategic Decision-Making </li><li> Stakeholder & Relationship Management </li><li> Facilitation & Governance Leadership </li><li> Agile Leadership </li><li> Continuous Improvement </li><li> Project Management </li><li> Resource Planning & Management </li><li> Scaled Agile Framework (SAFe) Methodology </li></ul><br/><br/><strong>Travel Requirements:</strong> <br/><ul><li> 1-2x monthly travel to DC/MD/VA offices </li><li> 1-2x quarter travel outside of DC/MD/VA </li></ul><br/><strong>S</strong> <strong>alary Range:</strong> $145,440 - $269,973 <br/><br/><b>Salary Range Disclaimer</b> <br/> <br/>The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the work is being performed.
