<p><strong>DEPARTMENT:</strong> CITY OF HOUSTON, CONTROLLER'S OFFICE</p><p><strong>DIVISION:</strong> AUDIT</p><p><strong>REPORTING LOCATION:</strong> 901 BAGBY ST., 8TH FL.</p><p><strong>WORKDAYS & HOURS:</strong> MONDAY - FRIDAY 8AM - 5PM*</p><p>*<strong>Subject to change</strong></p><p><br></p><p><strong><u>DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS</u></strong></p><p>Under the guidance of the City Controller or designee, the Assistant City Auditor IV functions as an audit supervisor and play an essential role in ensuring that audit activities performed adhere to standards of the Government Accountability Office (GAO) and the International Professional Practices Framework that organizes guidance from the Institute of Internal Auditors (IIA).</p><p><br></p><p><strong>The Assistant City Auditor IV duties and key responsibilities will include but are not limited to:</strong></p><ul><li>Develops individualized audit programs</li><li>Reviews and approves audit programs prepared by ACA levels II and III.</li><li>Supervises, conducts and/or coordinates one or more audit assignments concurrently.</li><li>Reviews and evaluates completed workpapers for accuracy, thoroughness and inclusion of sufficient documentary support.</li><li>Evaluates audit findings and recommendations, render overall conclusions for the audit.</li><li>Reviews audit reports to ensure proper documentation and support for conclusions.</li><li>Presents and discusses overall audit conclusions and recommendations with Audit Division and department management.</li><li>Ensures engagement activities are performed in compliance with applicable professional standards.</li></ul><p><br></p><p><strong><u>WORKING CONDITIONS</u></strong></p><p>The position is physically comfortable; the individual has discretion about walking, standing, etc.</p><p><br></p><p><strong>MINIMUM REQUIREMENTS:</strong></p><p><strong><u>EDUCATION REQUIREMENTS</u></strong></p><p>Bachelor's degree in Accounting, Business Administration, Economics, Finance, Information Systems, Political Science, or Public Administration from an accredited college or university.</p><p><br></p><p>Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Certified Government Auditing Professional (CGAP), or Certified Information Systems Auditor (CISA) is preferred.</p><p><br></p><p><strong><u>EXPERIENCE REQUIREMENTS</u></strong></p><p>Six (6) years of professional audit-related experience is required with one (1) year in a lead auditor and/or audit supervisory capacity.</p><p><br></p><p>An advanced degree may substitute for experience on a year-for-year basis.</p><p><br></p><p><strong><u>LICENSE REQUIREMENTS</u></strong></p><p>None.</p><p><br></p><p><strong>PREFERENCES</strong></p><p>Preference shall be given to candidates with the following:</p><p><br></p><p>Advanced knowledge of auditing standards, risk assessment, data analytics (e.g., Excel, Power BI), IT infrastructure and auditee applications. Proficient in managing audit software and tools for complex analyses and has a Certified Fraud Examiner (CFE).</p><p><br></p><p>Core Auditing Skills</p><ul><li>Planning and executing complex audits, including developing and approving audit programs.</li><li>Reviewing work papers for compliance with Generally Accepted Government Auditing Standards (GAGAS) and Professional Practice of Internal Auditing standards.</li><li>Evaluating audit findings and formulating recommendations with thorough documentation.</li></ul><p>Forensic Audition Skills</p><ul><li>Fraud detection and investigation, including identifying red flags (e.g., unusual transactions, falsified records).</li><li>Forensic accounting techniques, such as tracing funds and reconstructing financial records.</li><li>Data analytics using tools like ACL, IDEA, or Excel to identify financial irregularities.</li></ul><p>Analytical and Problem-Solving Skills</p><ul><li>Interpreting technical guidelines, policies, and procedures to analyze complex financial data.</li><li>Conducting detailed data analysis to uncover patterns or anomalies indicative of fraud.</li></ul><p>Legal and Regulatory Knowledge</p><ul><li>Law Degree (Juris Doctorate)</li><li>Understanding municipal government regulations, public finance laws, and anti-fraud policies to ensure legally sound findings.</li><li>Familiarity with compliance requirements relevant to city operations (e.g., procurement, financial reporting).</li></ul><p>Technical Proficiency</p><ul><li>Using data analytics tools and, ideally, forensic software (e.g., EnCase, FTK) for financial investigations.</li><li>Knowledge of IT systems and controls, particularly if pursuing CISA certification or working with Information Systems audits.</li></ul><p><br></p><p><strong><em>**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**</em></strong></p><p><br></p><p><strong>GENERAL INFORMATION</strong></p><p><strong><u>SELECTION / SKILLS TESTS REQUIRED</u></strong></p><p>Department <em>may</em> administer skills assessment test.</p><p><br></p><p><strong><u>SAFETY IMPACT POSITION</u></strong> No</p><p>If yes, this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.</p><p><br></p><p><strong><u>SALARY INFORMATION</u></strong></p><p>Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.</p><p><br></p><p><strong>PAY GRADE:</strong> 27</p><p><br></p><p><strong><u>APPLICATION PROCEDURES</u></strong></p><p><strong>Only online applications</strong> will be accepted for this City of Houston job and must be received by the Human Resources Department during active posting period. <strong>Applications must be submitted online at: <u> </strong></p><p><br></p><p>To view your detailed application status, please log-in to your online profile by visiting: <u> or call (832-393-0453).</p><p><br></p><p>If you need special services or accommodations, call (832-393-0453).
